Ottawa's top cop is going to bat for a massive new police training centre — and he's not backing down despite growing scrutiny over the price tag.
Chief Eric Stubbs this week defended plans to build a $233-million Ottawa Police Service training facility, even as a separate OPS construction project nearby has already encountered significant cost pressures linked to unfavourable soil conditions at the site.
A Big Bet on Infrastructure
The proposed training centre would represent one of the largest capital investments in Ottawa Police Service history. Stubbs argues the facility is necessary to modernize how officers are trained, bringing Ottawa in line with other major Canadian police services that have purpose-built campuses for scenario-based and technical training.
The chief has maintained that the investment is essential for the long-term effectiveness of the service — pointing to aging and inadequate existing facilities as a key driver of the proposal.
Soil Troubles Next Door
But the timing of the defence is notable. A separate OPS construction project located adjacent to the proposed training centre site has already hit financial turbulence, with unfavourable soil conditions driving up costs in ways that weren't anticipated in the original budget.
That revelation has put the training centre proposal under a sharper lens. Critics and some city councillors are asking pointed questions: if the neighbouring site encountered unexpected ground conditions, what's to say the training centre won't face similar — or worse — surprises once shovels go in the ground?
It's a fair concern. Soil issues are among the most unpredictable and expensive construction complications, and Ottawa's mix of clay-heavy ground and variable bedrock depth has a well-documented history of inflating project budgets across the city.
Defending the Vision
Stubbs has pushed back against suggestions that the training centre plan should be shelved or dramatically scaled back. His position is that the need for modern training infrastructure doesn't disappear because of nearby complications — and that proper site assessments are built into the planning process.
The chief's defence comes at a time when Ottawa residents and city council are keeping a close eye on large public spending commitments. With ongoing debates about the city's fiscal health and competing infrastructure priorities, a quarter-billion-dollar police campus is bound to attract scrutiny.
What's Next
The proposal still has a long road ahead before any ground is broken. Capital projects of this scale require multiple rounds of council approval, detailed site assessments, public consultation, and budget sign-off — any of which could reshape the project significantly.
For now, Stubbs is drawing a line in the sand: Ottawa's police service needs this facility, and he intends to make that case to whoever is listening.
Whether city council agrees — especially with fresh cost concerns swirling around the adjacent site — remains to be seen.
