Ottawa police officers involved in an arrest that left a man with a neck fracture will not face any charges, after Ontario's Special Investigations Unit (SIU) closed its investigation into the incident.
What Happened
According to the SIU, Ottawa police were called on Feb. 17, 2026, after reports of a man banging on a city bus at the intersection of Bank and Catherine streets, just south of the downtown core near the Glebe. Officers responded to the call, and the man was subsequently arrested.
Following the arrest, the man was diagnosed with a neck fracture, which triggered an automatic referral to the SIU. The independent civilian oversight agency investigates any incident involving police in Ontario that results in serious injury, death, or allegations of sexual assault.
The SIU's Findings
After reviewing the circumstances of the arrest, the SIU determined there were no reasonable grounds to believe the responding officers committed a criminal offence in connection with the man's injury. As a result, the case has been closed with no charges laid.
The SIU does not identify officers or complainants in these cases, and further details of the investigation, including the specific circumstances that led to the injury, have not been made public beyond the agency's summary findings.
Ottawa Angle
The Bank and Catherine streets intersection sits at a busy transit corridor just south of the Glebe, an area frequented by OC Transpo buses and pedestrians throughout the day. Incidents involving Ottawa police and the SIU tend to draw close attention from residents given ongoing conversations in the capital about policing, transit safety, and how officers handle calls involving people in crisis on or near public transit.
The SIU's involvement is a standard, mandatory process any time a person is seriously injured during an interaction with police in Ontario, and its clearance means no further legal action will be taken against the Ottawa officers involved in this arrest.
What's Next
With the SIU investigation closed, no further public proceedings are expected in connection with this case. Ottawa police have not released additional comment on the incident beyond confirming officers were dispatched to the Feb. 17 call.
