Ottawa's New Black Youth Court Navigator Program Helps Families Navigate the Justice System

For many families, an interaction with the justice system — whether as victims, witnesses, or accused — is an overwhelming, confusing experience. That experience is compounded for Black youth, who face well-documented disparities in how they're treated at every stage of the legal process. A new Ottawa program is trying to change that.

What Is the Black Youth Court Navigator Program?

Launched in Ottawa, the Black Youth Court Navigator Program connects Black youth and their families with trained navigators who can help them understand what's happening, what their rights are, and what resources are available to them. The program operates at the intersection of legal education and community support — not replacing lawyers, but filling a crucial gap in understanding.

Why It's Needed

Research in Canada consistently shows that Black youth are overrepresented in the criminal justice system and underrepresented in access to legal aid and support services. Families navigating court proceedings often don't know what questions to ask, don't understand the terminology, and lack contacts who can guide them through the process.

The court navigator model has proven effective in other jurisdictions. Having someone in your corner who understands both the system and the community makes a measurable difference in outcomes.

Education as a Core Component

The program doesn't just help families in crisis — it also provides proactive education for young people before they ever encounter the justice system. Workshops and community sessions help youth understand their rights during police encounters, the difference between a charge and a conviction, and what diversion programs are available to first-time offenders.

A Grassroots Effort

The program grew out of advocacy by Ottawa's Black community organizations, many of which have been calling for exactly this kind of wraparound support for years. Its launch is a win for those organizations — and a meaningful step toward a more equitable justice system in Ottawa.
