Parliament passed Bill C-3 less than nine months ago, letting people with a Canadian parent or grandparent born abroad claim citizenship by descent for the first time in decades. The response has overwhelmed the system: the application backlog has climbed to a new high, and Immigration, Refugees and Citizenship Canada is now telling applicants to expect wait times approaching three years.
What It Means for Applicants
No new processing targets or additional resources have been announced. For now, anyone applying under the new rules should plan for a long wait rather than a quick certificate. The federal government has not detailed a plan to clear the backlog.
