A Petition Aimed at Washington's Man in Ottawa
A growing number of Canadians want U.S. Ambassador Pete Hoekstra out of the country. A petition that has gathered more than 29,000 signatures is set to be formally presented in the House of Commons this fall, calling on the federal government to declare Hoekstra persona non grata and have him removed from Canada.
"Persona non grata" is diplomatic language for a foreign representative a host country no longer wishes to accept. It's one of the more serious tools available to a government short of severing ties altogether. For a petition to reach this kind of number and get scheduled for presentation in the House of Commons signals a real level of public frustration circulating around Hoekstra's tenure as the top American diplomat in Canada.
How the Petition Process Works
Under House of Commons rules, once a petition is officially presented by a Member of Parliament, the government is required to table a formal response within 45 days. That doesn't mean the request will be acted on, petitions are a way for citizens to force an issue onto the government's desk and get an on-the-record reply, not a binding directive. Still, a petition of this size doesn't go unnoticed, and it puts pressure on federal officials to publicly address calls for Hoekstra's removal rather than let the issue quietly pass.
