Ottawa is watching a provincewide trend play out on its own streets: Ontario's Financial Accountability Office says homelessness has risen more than 23 per cent over the past four years, now affecting over 76,000 people. Despite that growth, the report projects the province is on track to spend less on homelessness programs, not more.
