Matthew Luloff is the incumbent Ottawa city councillor for Orléans East-Cumberland Ward (Ward 1), in office since December 2018 and re-elected in 2022 with about 74% of the vote. He has confirmed he is running for a third term in the 2026 municipal election, facing six challengers. A Canadian Armed Forces veteran who served in Afghanistan, he has pointed to ongoing O-Train construction as a major disruption for ward residents. In March 2026, he was found guilty of impaired driving charges from a July 2024 arrest and received a fine and a one-year driving prohibition.
