Warrant Out for Ottawa Woman, 53, in 2025 Clarence-Rockland Murder

An arrest warrant has been issued for an Ottawa woman charged with first-degree murder in the 2025 death of a Clarence-Rockland man. The Ontario Provincial Police say the warrant is for Cathy Percey, 53, of Ottawa, in connection with the death of Robert Prévost.

Where police say she may be

Police say Percey is known to frequent the Ottawa, Rockland and Gatineau areas. That puts the search squarely in the capital region, and police are asking the public for help finding her.

What happened to Robert Prévost

Prévost was a 63-year-old Clarence-Rockland resident. His body was discovered in the Ottawa River near Dallaire Street on May 17, 2025, and his death was ruled a homicide.

The investigation is ongoing under the Russell County OPP Crime Unit. Police have not said in the sources reviewed for this story what led to the new warrant or when the first-degree murder charge against Percey was laid.

Five others already charged

Percey is not the first person to face charges in the case. Five individuals have already been arrested and charged. Those named by police include:

  • Jessica St. Michael of Ottawa: first-degree murder and indignity to a body.
  • Luc Décarie of St-Gabriel-de-Brandon, Quebec: first-degree murder, conspiracy and indignity to a human body.
  • Mathew Blake of Arnprior: second-degree murder, indignity to a dead body and obstructing a peace officer.
  • Sébastien Boucher of Rockland: obstructing a peace officer, obstructing justice and being an accessory after the fact.

Charges are allegations, and none of them has been tested in court.

What led here

In September, ottown reported that police had laid charges against two more people in the homicide of a Clarence-Rockland man whose body was found in the Ottawa River, bringing the number charged at that point to five. You can read ottown's earlier report for that update.

What it means for Ottawa-area readers

The warrant names a woman from Ottawa, and police say she frequents Ottawa as well as Rockland and Gatineau. Residents in those communities are the ones most likely to see or hear something useful. Police have not said whether Percey is believed to be dangerous, and they have not released a description in the sources reviewed here. Anyone who thinks they know where she is should contact police or Crime Stoppers rather than approach her.
